America’s smaller industrial cities have been struggling to redefine and revive themselves for decades. As the global economy changes and people and businesses leave, cities like Youngstown, Ohio; Flint, Michigan and Scranton, Penn. are working hard to find their way.

 

Although these historic urban centers once defined American industry, culture, and civic life, their residents live in cities and neighborhoods that often lack good jobs, strong schools, and quality housing.

 

Yet positive policy change is happening every day. Local leaders are reinvigorating older cities through inclusive economic development; engaging anchor institutions; and reclaiming underutilized property.
